Half-Mast Flag Protocol

Earlier this week the city of Louisville flew the flag to half-mast in honor of Muhammad Ali. A nice gesture, but the color guard was not aware of the proper procedure; they simply raised the flag half way up, which gives us a learning opportunity:
 
When hoisting a flag that is to be displayed at half-mast, it should be hoisted to the top of the flag pole for an instant, then lowered to half-mast. When the flag is lowered at the end of the day, it is to be hoisted to the top for an instant, and then lowered.
